What is the GIMP?

The GIMP (GNU Image Manipulation Program) is a free photo and picture editing program, designed for use on [Windows], [Mac OS X], and [Linux]. Those who have used Adobe PhotoShop will be able to quickly understand how the features are used in this program, but the GIMP can be appreciated by anyone who's willing to try editing their digital images with it.

How do I use GIMP?

There are many tutorials that are available from the GIMP developers that will teach you the basics of how to use the program, but also how to use it in interesting ways (such as using red-eye reduction, creating 3D logos, and applying pretty sketching effects).
